What is 'Open Out'? How Can I report a racist or homophobic incident?

If you have been subjected to a racist or homophobic incident this is unacceptable and should be reported. Usually people go to the police and this is still encouraged, however Open Out exists to provide alternatives.

OPEN OUT! is a group of statutory and voluntary agencies working with the local community to combat racism and homophobia.


The Open Out scheme operates throughout Cambridgeshire. You can visit one of the Open Out Reporting Centres or Information Points in your area and a report form will be available for you to complete. Your completed form can either be given to the Open Out Co-ordinator or you can return it in the FREEPOST envelope provided.

What happens then?
The Open Out reference group will assess the incident. The nominated agency will commence an investigation into the incident. They will contact you.

If you only want to report the incident and not have everything else done, your decision will be respected and the incident will only be recorded for statistical purposes. ONLY if the incident is considered too serious for recording purposes, you will be consulted for permission to have the incident investigated further.

The Open Out Co-Ordinator or the nominated agency will ensure that you are kept updated as to the progress of the investigation. You will receive a letter that explains what action has been taken.

Can I be sure of confidentiality?
Definitely. All Open Out members have signed up to a confidentiality clause, and an information protocol that are covered by Data Protection legislation. Your personal information will be kept within the confines of the Open Out group.
